Open Question: Cfl bulb burning smell?

I have cfl bulbs in my house but I just put 16 of them in my bathroom and about an hour and a half while my mom was in there she noticed a burning smell and called me in there and she didn’t even have to tell me I could smell it already. I don’t see and smoke of source of fire? I’ve never had any problem with these bulbs before in other parts of the house. I did notice that when I turn them on for the first time 2 of them did not work so I unscrewed them just a little bit and the came on but they were not as bright as the other until about five mins. What I mean by this is that only half of the bulb would come on but the seem to be working fine now with the others. Is it burning my wiring? My house was built in 1995? Idk if that helps or not?
